Throughout its history, Luxembourg has constantly reinvented itself. As a cosmopolitan hub in the centre of Europe, a melting pot of nationalities, cultures and languages, the country is a place of international encounters and intercultural dialogue. The dynamism of its culture and creative industries has been reinforced by the organization of three European Capitals of Culture, which took place in Luxembourg City in 1995 and 2007 and in Esch-sur-Alzette in 2022, bringing a new attractiveness to Luxembourg and its neighbouring region.
The strategic orientation of the country's cultural policies is determined by the essential role that culture plays in the democratic debate and the promotion of the fundamental values of Luxembourg. On the one hand, culture and art are valued as a means of emancipation and personal fulfilment, and on the other hand, the cultural sector’s economic and social impact supports the professionalization of cultural actors and contributes to the social cohesion of a multicultural society.
Luxembourg aims to enhance its international outreach through active cultural diplomacy. By promoting cultural, artistic, scientific, and educational exchange, cultural diplomacy contributes to Luxembourg’s image abroad and fosters strong relations with other countries. The Luxembourg diplomatic and consular network, particularly the Maisons du Grand-Duché de Luxembourg (MGDL) established in various representations around the world, contribute to the promotion of Luxembourg’s culture in all its diversity on a global scale.
Within the Ministry of Foreign Affairs, cultural diplomacy initiatives by embassies and consulates are supported by the Directorate of Consular Affairs and International Cultural Relations, in close collaboration with the Ministry of Culture and numerous actors of Luxembourg’s cultural landscape.

Kultur | lx – Arts Council Luxembourg, founded as a strategic initiative by the Luxembourg Ministry of Culture, plays a key role in supporting, promoting and fostering the growth of Luxembourg’s vibrant cultural scene both within the Grand Duchy and internationally.
FILM FUND LUXEMBOURG
The Film Fund Luxembourg is a public institution which aims to develop audiovisual production in Luxembourg, under the supervision of the Minister of Culture and the Minister in charge of the audiovisual sector. It serves multiple functions: promoting cinema and audiovisual productions, as well as encouraging the production, co-production and distribution of cinematographic works.
CENTRE FOR THE LUXEMBOURGISH LANGUAGE (ZLS)
The spheres of competence of the Zenter fir d’Lëtzebuerger Sprooch (ZLS, Centre for the Luxembourgish Language) are the Luxembourgish language and the linguistic situation in the Grand Duchy, as well as the promotion of Luxembourgish on a national and international level.
